Is study on the Islamic Online University really free?

Islamic Online University has two sections namely, Diploma and Bachelor of Arts in Islamic Studies (BAIS) degree program. Diploma is completely free while for BAIS there is a fixed registration fee for each semester which is calculated on a sliding scale (from $40 to $120) depending on the student's country of residence.
